Vaping In Portugal in 2024: Everything You Need To Know

Portugal is packed full of scenic views, cultural hot spots and amazing weather, but their stance on vaping isn't one that's as supportive as other countries in the EU. Read on to learn more about vaping in Portugal so you find out everything you need to know before flying!

Is It Legal To Vape In Portugal?

Vaping is legal in Portugal, but it has zero support from Government officials.

Vaping in Portugal is completely legal and permitted, but it isn't all as clear cut as that. Portugal have some strict regulations on buying specific vape products, as well as a taxation on vape juices. This is also coupled with the fact that stand alone vape shops are becoming obsolete and there's no support from the government for people to turn to vaping as a way to quit smoking.

Can I Bring Disposable Vapes To Portugal?

You can bring them with you, but you'll be lucky to find any shops that sell them.

Disposable vapes can be taken into Portugal with you, but you'll want to take enough with you to last for your trip as they are becoming harder to find in specialist vape shops.

Shops have to get an approved licence to sell disposable vapes and from our research, this is no easy task nor is it cheap so many vape shops are opting to just drop them completely and not go through the rigmoral involved with trying to get approved. 

Can You Vape At Airports in Portugal?

You can't vape inside any airport building in Portugal, but some airports have dedicated vape only rooms.

It's not often that you see airports having a dedicated vape only room/area as they're normally a mixed area that are shared with smokers, but Lisbon Portela airport does have a stand alone vaping only room located just before passport control. 
And after you've gone through passport control, there is an outdoor smoking area which you can use but this is mixed with smokers too.

In Funchal Madeira airport, there is a smoking terrace situated after passport control  and you can also vape outside the terminal building before you go through security. 

Faro Airport does not have any smoking or vaping areas after security checks and you can only vape outside the terminal building before you enter. 

Vape Regulations in Portugal

Portugal follow the same TPD regulations as we do in England, as well as some others also.

France follow the TPD guidelines which were set out in 2016. They are as follows; 

• E-Liquids cannot excdeed 20mg nicotine strength
• E-Liquids that contain nicotine must not be sold in bottles larger than 10ml
• Refillable Vape Tanks/Disposable Vapes must not exceed 2ml total vape juice capacity
• No advertising of vape products permitted
• Online sales and purchases of nicotine containing vape products is not allowed
• All packaging must have clear health warnings that products may contain nicotine.

Where Can You Buy Vapes In Portugal?

Vape shops do exist in Portugal, but are becoming obsolete in the country.

From our research, in 2017 there were around 160 registered vape shops in the country of Portugal. Fast forward to the end of 2022, and this number sat at just 90 registered trading vape shops, that's over a 40% reduction in just 5 years, a very sad sight to see! 

As well as this, you cannot buy nicotine vape liquids online as this is against the law and the only vape products permitted for sale online are nicotine free e-liquids and disposable vapes.

Bare this in mind when preparing for your trip to Portugal as you'll want to take enough vape liquids and coils with you to last for your trip as chances are you're not going to be able to find a shop very easily to top up your supplies! 

Where Can You Vape in Portugal?

Vaping is treated the same as smoking in Portugal and there's many places you cannot vape.

France are similar to most other countries we've spoken about in this series in regards to where vaping is not permitted. Some of the places include: 

• No vaping where minors (under 18s) are present, ie schools, playgrounds. 
• Vaping is not allowed in enclosed public spaces such as  bars, resteraunts, nightclubs and shopping centres. Failure to comply to these rules will land you a 750 Euro fine!
